The Cowichan Valley Regional District provides curbside garbage and recycling collection services to all residential properties and property owners are billed directly by the Regional District for the cost of providing these services.
User rates apply to each separate residential unit or dwelling. This means that a home with a secondary suite, or a property with more than one residence on the land, will be charged curbside rates for each unit. Curbside services are billed once annually in June, covering the service period from January 1 to December 31.

The Cowichan Valley Regional District is not automatically alerted when a property changes ownership. The law firm handling the conveyance of the sale must contact the CVRD Finance Department to obtain an estimate of the outstanding charges and make the appropriate adjustment at closing.
Please note: Outstanding Utility fees remain with the property upon transfer, and the new owner becomes responsible for any amounts owing. The CVRD is unable to make adjustments between owners if the actual final charges differ from the estimated amount provided.
