Emergency Management Cowichan (EMC) is a local government regional service that delivers emergency management planning, preparedness, response and recovery for the Municipality of North Cowichan, Towns of Lake Cowichan and Ladysmith, City of Duncan, and the Cowichan Valley Regional District.
