Depending on what you would like to do, you may require a picnic shelter reservation or a park permit.  Please use the table below to determine what type of event you are hosting and what approval you may need.

Picnic Shelter Reservations

There are picnic shelters available for reservation at: Bright Angel Park, Glenora Trails Head Park and Elsie Miles Park.

Picnic Shelters (First-Come, 
First-Served)

There are picnic shelters in CVRD parks that are available on a first-come, first-served basis at no fee.

Group Park Use (Notification)

Required for small, private events with less than 40 people attending, including: 
  • birthday parties; and
  • small, simple wedding ceremonies.
*Not required if reserving a picnic shelter.

Special Events & Special Use Permits

Required for any proposed event planned in a park/trail that falls into any of the following categories:
  • attendance of 40 or more people (including weddings);
  • hosted by a club, organization or business;
  • any set up is required (e.g. chairs, tables, tents, etc.);
  • open to the public;
  • scientific research; or
  • filming*.

Filming in a Park/Trail

All filming requests should be directed to Film Cowichan for the appropriate approvals.

If the filming involves special set up or activities occurring within the park, a Parks Special Event Permit may also be required.

Commercial Park Use 

(Not Currently Permitted)

At this time, commercial use in CVRD parks or trails is not permitted (this includes: food trucks, fitness classes, organized classes/groups or other events, where the organizer earns a profit). These events can only be hosted through the CVRD. If you wish to find out more about working with CVRD Recreation to host your commercial class/event, please contact us.
