Fisher Road Recycling - Background & Resources
Fisher Road Recycling (FRR) has operated a composting facility at 1355 Fisher Road since 2006. Prior to FRR, West Coast Reduction operated a composting facility on the site.
2025 January CVRD reached out to the province to request an update on FRR’s permit update for the PhaserTek system – the permit is in progress.
2024 November FRR shares their short and long-term plans to separate residential and commercial traffic to reduce congestion on Fisher Road and improve traffic flow and safety at their site with the CVRD. FRR also confirmed that they are still waiting for provincial approval to operate the PhaserTek system.
2024 July FRR shares with the CVRD that they anticipate provincial approval of the PhaserTek system in the fall of 2024.
2024 June FRR advises the CVRD that the recycling and compost facility has changed ownership.
2024 April FRR advises the CVRD that they have met with the province to discuss the PhaserTek system and they have submitted a permit application for its use.
2024 February CVRD is advised that because the provincial pilot testing period for the PhaserTek system has expired, FRR is required to stop operating the system.
2023 September FRR reports that the PhaserTek equipment has arrived, and most but not all of the installation work has been successfully completed.
2022 November FRR is granted a temporary testing permit (15 months) by the province to test the PhaserTek system.
2022 June FRR reports to the CVRD that due to engineering delays, the new PhaserTek system project is on hold.
2022 April FRR purchases adjacent CLS property.
2022 March CVRD discusses the status of FRR’s proposed new odour control system (PhaserTek) with FRR.
2021 August the province conducts a compliance inspection, and FRR operations are found to be compliant with their provincial permit
2020 February CVRD approves a minor amendment to FRR’s Licence to reflect an increase in composting feedstock from a maximum of 36,000 tonnes per year to 39,600 tonnes per year with the condition that FRR installs an air curtain (or better system) to prevent odours from escaping 2nd composting building.
2019 May the province inspects the facility and finds that the Leachate Management Plan requires updating
2019 April the province issues FRR an amended permit under the Organic Matter Recycling Regulation. The amendment clarifies groundwater monitoring requirements, including but not limited to the installation of an additional groundwater monitoring well at FRR’s western property boundary.

The B.C. Court of Appeal ruling overturns November’s B.C. Supreme Court ruling that supported the CVRD’s 2011 downzoning of Fisher Road and Central Landscapes property to a legal non-conforming use under the CVRD’s Light Industrial-C zone.
2012 May
Board Appeal Decision – Appeal by Fisher Road Holdings Ltd. (FRH). The CVRD Board's decision relates to a written appeal brought forward by FRH on September 20, 2011, wherein they appealed numerous decisions of the Manager (as defined in Bylaw No. 2570) with respect to their Solid Waste Management Licence 003-06.
2011 March
CVRD Board adopted Bylaw No. 3404 – Cobble Hill Zoning Amendment Bylaw, rezoning the properties of 1355 (Fisher Road Recycling) and 1345 (Central Landscape Supplies) Fisher Road from Light Industrial 1 (I-1) to Light Industrial Limited (I-1C). This amendment intended to remove composting and recycling land uses from the permitted zoning on these specific properties to be consistent with zoning for other properties in the immediate area. Land uses at the time of the zoning amendment included proposed uses applied for under CVRD Bylaw 2570 – Waste Stream Management Licensing that are not permitted in the new I-1C zoning on the subject properties are grandfathered under the Bylaw and are considered legal non-conforming use under the Local Government Act.
2011 January
Vancouver Island Health Authority (now Island Health) issues a letter to the CVRD stating support for the CVRD’s decision and direction with the license amendment application.
2010 December
As a condition of considering the Fisher Road Recycling license amendment application further, the CVRD required the proponent to undertake, using qualified environmental professionals, further environmental testing and analysis as per the recommendations of the Environmental Review Report to determine if the current composting operation is causing or contributing to the contamination of the onsite well.
