[ARCHIVED] Cowichan region back to Stage 1 watering restrictions September 24

Restrictions for water systems across the region have been downgraded to Stage 1, as the provincial drought level for Eastern Vancouver Island was lowered to Level 2. Two CVRD water systems (Woodley Range and Shellwood) remain on Stage 3 restrictions.
