Cobble Hill Village Sanitary Sewer System

Cobble Hill Village Sewer Service Area was established in 2018.  The service area was formed through an amalgamation of two service areas, Twin Cedars Sewer System and Cobble Hill Sewer Systems.  The 'Cobble Hill Sewer Integration Project' is currently underway to upgrade the wastewater treatment plant on Hutchinson Road, convert the treatment plant located at Gallier Road to a pump station and expand the effluent reuse program.  

System Overview and Upgrades

The Cobble Hill Sewer Integration Project will combine two treatment systems into one facility located on Hutchinson Road. Currently the two treatment systems are functioning independently but the design work is now underway to unite the two system.  Most of the pipe-works to combine the two systems are in place; therefore, the majority of the unification work is related to system improvements. 

System improvements at Gallier Road include: conversion of the treatment facility to a pump station which will pump sewage to the Hutchinson Road treatment facility, the addition of an odour control unit, the addition of standby power and reconstruction of the disposal fields.  

System improvements at Hutchinson Road include: replacement of system components to quieter models, the addition of an odour control unit, replacement of the membranes (due for replacement and a key treatment component), the addition of a second storage tank for treated effluent and site aesthetic improvements. 

Once the project is completed, the effluent re-use program will expand to provide irrigation water to the Cobble Hill Common Park. 

Funding for the Cobble Hill Sewer Integration Project is provided through a successful $1.9 million grant application from the Union of BC Municipalities (UBCM).  The project was originally expected to be completed by December 31, 2019 but an extension has been granted and the completion date for the project is now December 31, 2020.

The wastewater plant, on Hutchinson Road, is a membrane bioreactor (MBR) treatment plant producing high quality Class A effluent.  The treated effluent is disinfected with chlorine and pumped to the Quarry Nature Park where it is used for flushing the toilets in the washrooms and  for irrigation water in the community park. The effluent reuse complies with all Ministry of Environment requirements.  During the non-irrigation season the treated effluent is send to ground disposal through Rapid Infiltration Beds (RIBs) located near the wastewater facility or, in the future, to the reconstructed disposal fields at Gallier Road .

Critical equipment is monitored 24-hours a day for malfunctions (such as pump failures); if such an abnormality occurs an alarm is sent to the on-duty pager to alert CVRD-staff for immediate response.

**Parcel Tax is charged once a year and is incorporated into the property tax for each customer.
